It mentions the optimization and improvement of consumer facilities, promoting the integrated application of technologies such as big data, cloud computing, and blockchain, actively developing smart business districts. It aims to transform traditional department stores and other physical stores into new commercial venues, improve facilities themed for international friendliness, senior friendliness, mother and baby friendliness, and pet friendliness. It will implement the national county-level commercial construction action plan and the "Thousand Mega Stores" transformation and upgrading activities. It will also improve nighttime consumption venues, public transport capacity, temporary parking spaces, and other supporting facilities.
