Recently, Beijing issued the "Implementation Plan for Implementing and Accelerating the Construction of a Unified National Market" for the year 2025, arranging a total of 55 specific tasks in 6 aspects. On one hand, these specific tasks focus on "subtraction" by clearing barriers and obstacles, such as cleaning up market entry barriers and removing barriers to resource exchange, to comprehensively clean up and remove institutional obstacles. On the other hand, they focus on "addition" to increase vitality, particularly by promoting the smooth flow of elements such as data, capital, and technology, with a comprehensive set of measures to deepen the market-oriented allocation of elements. In terms of data elements, efforts this year will focus on nurturing a nationwide integrated data market, piloting data basic institutional systems, implementing unified catalog management of public data across the city, establishing a combined on-site and off-site data circulation trading market, and exploring a model of product "shelf placement in one place, mutual recognition among regions." In terms of capital elements, efforts will focus on promoting the deepening reform of the Beijing Stock Exchange, expanding the scale of qualified investors, and supporting the construction of special boards at the Beijing Equity Trading Center. In terms of green and technological elements, efforts will focus on actively seeking to build a national technology trading service platform, and promoting the establishment and improvement of mechanisms for quota management, transaction supervision, verification and certification at the Beijing Green Exchange.
