Ningxia will comprehensively realize the "delivery of housing as soon as the certificate is issued" for new commercial housing projects.

Recently, the Department of Natural Resources of the Ningxia Hui Autonomous Region, in conjunction with the Public Security Department, the Department of Housing and Urban-Rural Development, and five other departments, issued the "Efficient Handling of New Commercial Housing Delivery and Certificate Issuance as One Matter" work plan. It clearly states that Ningxia will continue to promote the efficient handling of new commercial housing delivery and certificate issuance as one matter, with the goal of having more than 30% of new commercial housing projects in the region achieve "delivery and certificate issuance simultaneously" by 2025. Starting from 2026, it aims to make "delivery and certificate issuance simultaneously" the norm for all new commercial housing projects in the region. Ningxia aims to streamline and optimize the entire process of commercial housing pre-sale, completion acceptance, and real estate registration by establishing a linkage mechanism between housing delivery and certificate issuance. By simplifying and parallelizing requirements and promoting data sharing among departments, it hopes to achieve the seamless transition of new commercial housing projects from delivery to certificate issuance.
