Today, the journalist learned from the Ministry of Emergency Management that in accordance with the unified arrangements and deployment of the 2025 pre-flood inspection by the National Flood Control and Drought Relief Command, 8 inspection teams led by the main responsible comrades or deputy responsible comrades of the National Development and Reform Commission, Ministry of Housing and Urban-Rural Development, Ministry of Transport, Ministry of Water Resources, Ministry of Emergency Management, China Meteorological Administration, and National Energy Administration will conduct on-site supervision and inspection in 15 key provinces and regions such as Beijing, Hebei, Liaoning, Jilin, Shanghai, Jiangsu, Zhejiang, Anhui, Henan, Hunan, Guangdong, Guangxi, Guizhou, Yunnan, and Shaanxi. Each inspection team will focus on the shortcomings and weaknesses exposed in the hidden danger investigation and rectification, personnel transfer and evacuation, grassroots capacity building, and other aspects of disaster response in 2024, and will strengthen professional guidance and assistance in terms of implementation of responsibility system, revision and drill of contingency plans, hidden danger investigation of engineering facilities, emergency response capabilities at the grassroots level, and team material support. In terms of "open inspection," a combination of methods such as discussions, on-site inspections, and document review will be used to focus on the implementation of flood control and drought relief responsibilities and measures by provincial governments and relevant departments and units. In terms of "covert inspection," industry experts will conduct inspections in an unannounced and varied route manner to focus on the implementation of flood and typhoon disaster risks and important infrastructure flood control security measures.
