On May 16, the Ministry of Natural Resources held its regular press conference for the month of May. Zhang Bing, the chief planner of the Ministry of Natural Resources, stated that the ministry is continuously advancing the reform and improvement of detailed planning. Detailed planning is the only legal basis for land use control and the issuance of various planning permits. The Ministry of Natural Resources is exploring detailed planning in different types of areas such as existing areas, new areas, rural areas, natural conservation areas, and marine islands, especially the detailed planning methods for revitalizing and optimizing existing urban spaces. They aim to strengthen the integration and innovation of planning with land policies, to serve the implementation, operation, and maintenance of urban renewal, and to better meet the needs of the market environment.
