Ministry of Industry and Information Technology: will formulate policy measures to promote the high-quality development of technology-based business incubators

Director Lu Xianzhi of the Torch High-Tech Industry Development Center of the Ministry of Industry and Information Technology stated at a press conference that in the next step, efforts will be made from four aspects: policy support, gradient cultivation, standard guidance, and financial coordination to promote the creation of more high-level, specialized incubators, facilitate the transformation of more advanced achievements within the incubators, and cultivate more hard-tech enterprises with strong innovation capabilities. In terms of policy support, measures will be taken to promote the high-quality development of technology-based enterprise incubators, formulate incubator management methods, provide continued support for tax policies, and promote the improvement of the quality and efficiency of incubators. In terms of gradient cultivation, local governments will be guided to cultivate provincial-level platforms based on actual conditions and build department-level high-quality incubators; promote the transformation and upgrade of traditional incubators, enhance incubation capabilities; focus on artificial intelligence, biomedicine, quantum information, and other emerging fields to establish a number of outstanding incubators, accelerate the transformation and incubation of cutting-edge scientific and technological achievements. In terms of standard guidance, the role of the technology service industry standard committee will be leveraged to develop a set of urgently needed standards for incubators in terms of construction, operation, and services; accelerate the construction of a national incubation "network" to promote cross-regional coordination and cooperation of incubation resources. In terms of financial coordination, support will be provided for incubators to establish early investment funds, strengthen "patient capital", and promote the linkage of investment and incubation to promote the transformation of scientific and technological achievements; support cooperation between incubators and financial institutions such as banks, insurance companies, and guarantee agencies to explore a set of comprehensive financial service measures.
