This includes the renovation and transformation of old neighborhoods, old factory areas, urban villages, etc. It aims to promote the transformation of old neighborhoods, upgrade business formats, enhance vitality, and create dynamic districts according to local conditions. The plan also includes revamping and upgrading commercial pedestrian streets and old commercial districts, improving supporting facilities, optimizing traffic organization, enhancing the quality of public spaces, diversifying commercial formats, innovating consumer scenarios, and empowering urban renewal with cultural tourism industries. The document encourages the market-driven renovation and transformation of old factory areas, strengthens industrial heritage protection and utilization, revitalizes and utilizes idle and inefficient factory areas, buildings, and facilities by incorporating new formats and functions. It also actively promotes the transformation of urban villages, conducts preliminary work on historical and cultural preservation, avoids large-scale demolition and construction, and implements transformation through strategies such as demolishing and rebuilding, improving and upgrading, and combining demolition and improvement.
