The "Action Plan" proposes 16 tasks in six areas such as improving the system of regulations and enhancing the quality of engineering design and construction. It puts forward three specific tasks: improving the disaster resistance and disaster relief capabilities of communication infrastructure, strengthening quality management in engineering construction processes, and ensuring the quality of engineering materials and equipment. The plan also calls for speeding up the revision of engineering technical standards and optimizing engineering standard management mechanisms. It emphasizes the application of digital technology, the promotion of digital engineering archives, and the continuous and steady improvement of the quality and safety of communication construction projects. The "Action Plan" states that through three years of efforts, the quality and safety production system and standards in the field of communication construction will be further improved, the responsibilities of enterprises for quality and safety will be further strengthened, digital management tools will be widely used, the overall management of communication construction projects and the level of safety production risk control will continue to improve, the quality and safety awareness and professional capabilities of employees will significantly increase, the development environment for communication construction projects will be constantly optimized, and the supervision of the communication construction market will steadily improve.
