The General Office of the Henan Provincial Committee of the Communist Party of China and the General Office of the People's Government of Henan Province recently issued the "Action Plan to Promote the High-Quality Development of the Private Economy in Henan Province." The main goals are: after about 3 years of efforts, the quality and quantity of the private economy in the whole province will be effectively improved, significantly increasing its contribution to the economic and social development of the province. The number of private enterprises will maintain stable growth, with a growth rate higher than the national average. The number of enterprises listed in the China's top 500 private enterprises will be more in line with the province's economic scale. The vitality of private investment will continue to increase, and the core competitiveness of leading private enterprises will be significantly enhanced, with over 80% of them being the champions in the manufacturing sector at the national and provincial levels. Innovation partnerships will achieve full coverage of key industrial chains in the province, with a notable increase in R&D funding and participation in high-level innovation platforms and key scientific research programs by private enterprises. Significant improvements will be made in the quality and efficiency of services throughout the entire lifecycle of private enterprises, and outstanding issues in areas such as market access, fair competition, protection of rights and interests, and financial support will be effectively addressed. The overall business environment in the province will continue to improve.
