Vice Director Zheng Bei of the National Development and Reform Commission: The winning rate of private enterprises from January to April this year increased by 5 percentage points compared to the same period last year.

On May 8th, Zheng Bei, Deputy Director of the National Development and Reform Commission, stated at a press conference of the State Council Information Office that the full text of the Private Enterprise Promotion Law embodies the principles of equal treatment, fair competition, equal protection, and common development. The National Development and Reform Commission will focus on promoting implementation from the aspects of breaking barriers, expanding space, and providing excellent services. In terms of breaking barriers, the National Development and Reform Commission recently, together with relevant departments, released a new version of the negative list for market access. At the same time, they are carrying out actions to clean up and rectify market access barriers, actively promoting the fair participation of private enterprises in bidding. Zheng Bei stated that from January to April this year, the bidding rate of private enterprises increased by 5 percentage points compared to the same period last year. For projects under 100 million yuan, the proportion of winning bids by private enterprises exceeds 80%. In the next step, if private enterprises encounter market access barriers, they can reflect their issues on the relevant column of the "National Unified Big Market Construction" on the National Development and Reform Commission's website. The National Development and Reform Commission, together with relevant departments, will carefully and promptly verify and address the issues.
