Three departments: Reasonably formulate and adjust fee standards to promote high-quality development of elderly care services.
Zhitong Finance APP has learned that on October 16, the National Development and Reform Commission, the Ministry of Civil Affairs, and the National Health Commission jointly issued the Guiding Opinions on Further Improving the Price Formation Mechanism to Promote the Quality and Expansion of Affordable Elderly Care Services. Among them, it is proposed to reasonably formulate and adjust charging standards and promote the high-quality development of elderly care services. Clarify the principles for setting charging standards. To formulate or adjust government-guided prices for elderly care services, procedures such as cost investigation must be fulfilled. Pricing costs mainly include various reasonable expenses incurred in the process of providing elderly care services. Government subsidies, gratuitous social donations, and others should offset costs in accordance with requirements, with specific reference to the Measures for Cost Supervision and Examination of Government-Priced Goods and Services. On this basis, fully considering the local urban and rural per capita disposable income level and the public's affordability, and in combination with factors such as market supply and demand conditions and the nature of elderly care institutions, the benchmark charging standards and floating ranges shall be determined according to the principle of "compensating costs and allowing reasonable profits." Among them, bed fees shall be set according to different room types (single room, double room, multi-person room, etc.), and nursing fees shall be set according to different levels of nursing services. The above standards may be set according to the service quality grading of elderly care institutions, so as to achieve high quality at a high price.
