Zhito Finance APP has learned that the Hong Kong Independent Commission Against Corruption launched an enforcement operation codenamed "Thunderbolt" earlier this year, cracking a corruption syndicate suspected of recruiting puppet applicants and setting up shell companies to defraud government subsidies under the "Technology Voucher Programme." After in-depth investigation, the ICAC formally charged five people, including technology service providers and shell company principals, on the morning of October 16. All were charged with conspiracy to defraud, and the case was brought before the Eastern Magistrates' Courts that afternoon.
