Sichuan: Striving to add 6,000 above-scale industrial enterprises in five years

On October 10, a reporter learned from the Provincial Department of Economy and Information Technology that the recently issued "Work Plan for Promoting the Development of Small and Medium-Sized Enterprises in Sichuan Province" proposes that by 2030, the province will strive to add a cumulative total of 6,000 industrial enterprises above designated size over five years, reach 20,000 innovative small and medium-sized enterprises, 7,000 specialized, refined, distinctive, and innovative small and medium-sized enterprises, 700 specialized, refined, distinctive, and innovative "little giant" enterprises, and 40 national-level characteristic industrial clusters of small and medium-sized enterprises. The Plan sets out specific tasks in eight areas. In terms of cultivating and strengthening business entities, it is necessary to promote small and micro enterprises in meeting designated size standards and improving quality, strengthen assistance to help small and micro enterprises stabilize their designated size status, and implement a special action for small and micro enterprises to meet designated size standards and improve quality. In terms of supporting specialized, refined, distinctive, and innovative development, it is necessary to strengthen the tiered cultivation of high-quality enterprises, explore leapfrog development for key provincial-level specialized, refined, distinctive, and innovative small and medium-sized enterprises, and strengthen the application, recommendation, and follow-up services for key "little giant" enterprises. In terms of supporting industrial innovation and development, it is necessary to strengthen the scientific and technological innovation capabilities of small and medium-sized enterprises, innovate mechanisms for matching supply and demand in scientific and technological breakthroughs, implement a special action to enhance the scientific and technological innovation capabilities of small and medium-sized enterprises, and build a mechanism for tackling key problems to clear the backlog of key industrial enterprises above designated size with "three-no R&D." In terms of supporting digital, intelligent, and green development, a special action will be implemented to empower small and medium-sized enterprises digitally, support characteristic industrial clusters of small and medium-sized enterprises in improving green and low-carbon public facilities, and cultivate green parks and zero-carbon parks, among others. In terms of supporting cluster-based and group-based development, it is necessary to promote the clustered development of small and medium-sized enterprises, advance the integrated development of large, medium, and small enterprises, and enhance the capacity to stabilize and strengthen chains. The Plan also makes special arrangements for increasing financial support, improving services for enterprises, and strengthening the business environment. In terms of safeguard measures, it will clearly improve cross-departmental coordination and the three-level linkage mechanism among provinces, cities, and counties, make coordinated use of fiscal funds at all levels, strengthen policy publicity and interpretation and the promotion of typical experience, and create a favorable atmosphere conducive to the high-quality development of small and medium-sized enterprises.
