The Ministry of Commerce and six other departments issued a notice on implementing the "Five Excellences" initiative for quality e-commerce. The notice states that the e-commerce standards system will be improved. Actions will be taken to benefit enterprises through e-commerce standards, strengthen the development of a standards system related to quality e-commerce, and accelerate the formulation of standards focusing on e-commerce products and services as well as quality assurance, so as to promote standardized and well-regulated industry development. Standard promotion and implementation supervision will be strengthened, enterprises will be encouraged to meet standards, and a virtuous cycle of "standards leading quality improvement" will be formed. Disorderly and irrational competition will be tackled through coordinated efforts. Supervision and law enforcement in the e-commerce sector will be strengthened, disorderly competitive practices such as "automatic price matching" and "lowest price across the entire network" on e-commerce platforms will be rectified, and rules on platform commission rates and merchant ratings will be standardized to avoid squeezing the survival space of quality merchants. Illegal and non-compliant practices such as fake orders and inflated reputation will be cracked down on. A dialogue and communication mechanism between e-commerce platforms and small and medium-sized merchants will be established to coordinate and resolve difficulties and bottlenecks in business operations and promote win-win development for all parties.
