By 2035, Hunan will fully establish a comprehensive, full-chain institutional system for natural resource asset management.

The Department of Natural Resources of Hunan Province revealed on the 3rd that it has recently issued a work plan for implementing the Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Improving the Institutional System for the Management of Natural Resource Assets. The plan clearly establishes improving the property rights system for natural resource assets as the main line, builds a "1+8+13" work system, further strengthens the overall protection of natural resources, promotes the efficient allocation of natural resource assets, safeguards the rights and interests of owners of natural resource assets, improves the institutions and mechanisms for the management of natural resource assets, and accelerates the development of a provincial-level institutional system for natural resource asset management with Hunan characteristics. By 2035, the institutions and mechanisms for natural resource asset management will operate smoothly, and a full-chain institutional system for natural resource asset management with Hunan characteristics will be fully established.
