The U.S. is set to provide Vistra Corp. with a loan of about $4.2 billion to boost its nuclear power generation, according to people familiar with the matter. Energy Secretary Wright will announce the deal Monday at Vistra's nuclear plant on the shore of Lake Erie in Ohio, the people said. The loan would be used to increase power output, or "uprates," at least three of Vistra's four nuclear plants, which wouldn't require new licenses from the U.S. Nuclear Regulatory Commission.
