Starting in October, a batch of new regulations will take effect, covering housing, healthcare, national defense mobilization, cybersecurity, financial regulation, children's product safety, and other areas. For example, a policy will be implemented to subsidize residents' home purchase loans at an annualized rate of 1 percentage point for a maximum term of 5 years; prescribing narcotic and psychotropic drugs to minors will require written informed consent from guardians; and the new national standard for electronic functions of child seats sets strict requirements for warnings about children left behind. The revised Regulations on the Protection of Layout Designs of Integrated Circuits will take effect on October 15. It protects the exclusive rights to layout designs of integrated circuits and encourages innovation in integrated circuit technology. The main revisions include: improving application and examination procedures, regulating false applications, refining material requirements, improving rejection and revocation procedures, and adding rights restoration procedures; strengthening the protection of exclusive rights, clarifying standards for defining the scope of rights, and increasing compensation for infringement; promoting the use of layout designs, strengthening public services, clarifying reward measures, improving requirements for transfer, licensing, and pledge, and regulating the exercise of rights by co-owners.
