The Office of the Work Safety Committee of the State Council and the Ministry of Emergency Management dispatched teams to conduct spot checks on unannounced inspections of safety precautions in five provinces and municipalities during the Mid-Autumn Festival holiday.

To effectively carry out safety precautions for the Mid-Autumn Festival and National Day holidays, the Work Safety Committee Office of the State Council, the National Disaster Prevention, Reduction, and Relief Committee Office, and the Ministry of Emergency Management have recently deployed work teams across various regions and industries during the holiday period. These teams, using the "four noes and two straights" approachno notice, no greeting, no report, no escort, and direct inspection of grassroots units and on-site operationsconduct unannounced inspections in key industries, critical venues, and vital areas to promote the implementation of safety responsibility measures. On September 26, Song Yuanming, Deputy Director of the Work Safety Committee Office of the State Council and Vice Minister of the Ministry of Emergency Management, conducted a video spot check on the unannounced inspection work in five provinces: Beijing, Liaoning, Shandong, Sichuan, and Shaanxi. This was aimed at urging localities to further strengthen safety precautions and ensure safety and stability during the Mid-Autumn Festival and National Day holidays. During the holiday period, various regions and relevant departments, based on local safety risks and hidden dangers, organized forces and experts to go to the front lines. They conducted unannounced inspections in key industries such as transportation, fire safety, tourism, mining, hazardous chemicals, construction, fireworks and firecrackers, and shipbuilding and repair, as well as in critical venues like large complexes, catering and accommodation, tourist attractions, cultural and entertainment sites, ancient buildings, and ancient villages. These efforts aimed to promptly eliminate various safety hazards and ensure the safety of people's lives and property. Beijing organized various districts and departments to carry out in-depth unannounced inspections, checking over 4,070 enterprises. Problems and clues identified were supervised for rectification, with strengthened closed-loop management. Liaoning Province dispatched 5 unannounced inspection teams led by provincial leaders and 27 teams led by member units of the Safety Committee to the front lines. Issues and hidden dangers found were handled in accordance with laws and regulations. Shandong Province, following the requirement of "provincial inspections covering all cities and municipal inspections covering all counties," sent 16 unannounced inspection teams to various cities and organized 16 cities to conduct unannounced inspections across all 136 counties and districts in the province, ensuring full coverage. Sichuan Province adhered to tiered unannounced inspections, deploying over 4,960 inspection teams at the provincial, municipal, and county levels to conduct checks at more than 14,200 points. Problems and hidden dangers identified were used to draw inferences and achieve closed-loop rectification. Shaanxi Province focused on industries with frequent accidents and areas of concern, dispatching 5 provincial-level unannounced inspection teams, 14 industry-specific teams, and several municipal-level teams to carry out full-coverage unannounced inspections. Meanwhile, the Ministry of Industry and Information Technology, the Ministry of Transport, the Ministry of Culture and Tourism, the Ministry of Emergency Management, the State-owned Assets Supervision and Administration Commission of the State Council, the General Administration of Sport of China, the National Railway Administration, the National Fire and Rescue Administration, and the National Mine Safety Administration dispatched unannounced inspection teams to the front lines for checks.
