On August 14, the Flood Control and Drought Relief Headquarters of Zhoukou City, Henan Province, issued a notice announcing the entry into emergency flood prevention period: Since August 10, influenced by Typhoon "White Dolphin," our city has experienced extreme heavy rainfall compounded by upstream flow, causing river water levels to continue operating at high levels. There are risks of danger at the left bank levee of the new Beihuan Qiaojia Lu River Bridge, with a significant risk of flood overflow. To protect the safety of you and your family's lives and property, in accordance with Articles 41 and 45 of the Flood Control Law of the People's Republic of China, after urgent consultation and assessment by the citys Flood Control and Drought Relief Headquarters, it has been decided that our city will enter into the emergency flood prevention period starting today.
