Anhui starts using the Ci-Huai New River to discharge floodwaters from the Ying River.

On August 13, Anhui province activated the Ci Huai New River to divert floodwaters from the Ying River, making every effort to lower the water level of the Ying River. The Ying River is an important tributary of the Huai River. Due to the continuous inflow from the upstream Henan province, the water level of the Ying River in Anhui has risen rapidly, with the flood peak at the Fuyang Sluice expected to reach 31.4 meters on August 15, exceeding the warning level by 0.9 meters. The Anhui Provincial Water Resources Department conducted an advance assessment and, after consulting with the Ministry of Water Resources and the Huai River Water Resources Commission as well as the cities along the river, decided to activate the Ci Huai New River at 11 a.m. on the 13th to divert floodwaters from the Ying River, maximizing efforts to reduce the flood control pressure in the basin. The Ci Huai New River originates in Fuyang's Ci River Pudu and connects to the Ying River; it is a large artificial waterway that stretches 134.2 kilometers in length.
