According to statistics from Tonghua Shun iFinD, as of August 12, 54 acquisition plans have been disclosed by state-controlled listed companies in the A-share market, based on the announcement date. Extending the timeline, from the beginning of this year until August 12, excluding failed transactions, state-controlled listed companies in the A-share market have disclosed a total of 1,008 acquisition plans, of which 256 have been completed. Zhu Changming, partner at Sunshine Era Law Firm and head of the State-owned Enterprise Mixed Ownership Reform Center, stated that from the data, the mergers and acquisitions of state-owned enterprises have entered a period of accelerated implementation. This is not simply an expansion in quantity, but rather a concentrated manifestation of the optimization of the new round of state-owned economic layout. Zhu believes that the next step for the restructuring and integration of local state-owned enterprises should not focus on a "choose one" between revitalizing existing resources and developing new productive forces, but rather to use revitalized existing resources to provide "ammunition" for transformation and upgrading, while new industrial layouts should open up "new battlefields" for state-owned capital, promoting mutual empowerment and integrated advancement of both under the framework of "three concentrators."
