Hunan Province has issued a three-year action plan for non-trade economic cooperation.

Recently, the "Three-Year Action Plan for Hunan Province's Non-Trade Economic Cooperation" was reviewed and approved by the provincial government's executive meeting and officially issued for implementation. This is a programmatic document for promoting deep economic and trade cooperation between Hunan and Africa in the next three years. The action plan states that by 2028, the province's import and export volume with Africa is expected to reach 80 billion yuan, focusing on 12 key African countries, creating around 10 landmark projects for capacity cooperation, and establishing 1 to 2 model projects for the "Two Countries, Two Parks" initiative between China and Africa. It aims to steadily increase the overall scale of trade with Africa, demonstrate the effectiveness of investments in Africa, significantly enhance the outward orientation of competitive industries, and essentially form a service system for economic and trade cooperation with Africa. In the mining sector, the plan includes improving supporting infrastructure for projects in Africa, expanding resource backhaul scale, driving the export of mining equipment, beneficiation materials, and energy equipment, gradually promoting the construction of mining testing laboratories, and establishing an investment fund for mineral exploration in Africa. In the automotive and parts sector, it aims to expand loose part exports, tap into key countries' ride-hailing markets, and increase used car exports. In the medical device field, it intends to create a collaborative operation model with domestic and overseas platforms, accelerate product market certification, and establish local sales channels, while promoting the export of medical equipment and supplies through friendly hospitals between China and Africa. In the construction machinery sector, it will connect Chinese enterprises with major infrastructure and mining projects in Africa, expand brand host exports, and promote the export of remanufactured construction machinery. In the modern agriculture field, it plans to set up integrated centers for agricultural machinery production and sales in Africa, simultaneously cultivate projects that integrate production and trade, and coordinate the expansion of competitive product exports and the import of Africa's specialty agricultural products. In the green energy sector, it aims to promote the coordinated development of the new energy industry and Chinese-funded projects in Africa, strengthen connections with relevant African departments, industry associations, and project operators, and support the construction of integrated investment and operation projects.
