The 1st flood of 2026 occurred in the Hulan River of Heilongjiang Province.

Due to the impact of rainfall, at 2:30 AM on August 4, the water level at the Qin Family Hydrological Station on the Hulan River, a tributary of the Songhua River in Heilongjiang Province, rose to 149.56 meters, reaching the warning level. According to the flood numbering regulations for major rivers, this flood has been designated as "Hulan River No. 1 Flood of 2026." The Ministry of Water Resources is closely monitoring the development of the flood situation on the Hulan River and has enhanced rainfall monitoring, forecasting, and early warning efforts. A Level IV flood emergency response has been activated in advance for Heilongjiang Province, urging local authorities to strengthen the management of water engineering, implement detailed flood defense measures, and do everything possible to ensure the safety of people's lives and property. Currently, the working group from the Ministry of Water Resources is on the front lines of flood defense in Heilongjiang Province, assisting and providing guidance.
