The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for the Construction of a New Power System." The plan proposes to improve management systems, scheduling systems, market mechanisms, and technical standards, implement detailed load management measures, make full use of market functions, and guide various decentralized resources such as distributed generation, adjustable loads, and electric vehicle charging infrastructure to participate in peak shaving and valley filling, enhancing the collaborative interaction capability of the demand side. By 2030, the national demand-side peak shaving capacity will exceed 100 million kilowatts.
