Affected by Typhoon No. 9 "Bavi", the Hun River, Chai River, Qing River, and Huifa River experienced floods exceeding the protection level.
On the evening of July 14, Li Guoying, Deputy Commander of the National Defense General and Minister of Water Resources, presided over a special meeting of the Songliao Water Resources Commission of the Ministry of Water Resources to analyze and assess the impact of Typhoon No. 9 "Bavi" and the flood situation in the Songhua River and Liaohe River basins, and further arrange and deploy flood defense work in the Songhua River and Liaohe River basins. Li Guoying pointed out that due to the impact of Typhoon No. 9 "Bavi", the Hun River, Chai River, Qing River, and Huifa River experienced floods exceeding the design capacity, the Jilin section of the Songhua River experienced the first flood of the year, the Liao River may experience a designated flood, and the Mudan River may experience floods exceeding the design capacity. Many small and medium-sized rivers in the basin are above the warning and design capacity, and some river embankments may be topped. According to forecasts, there will be rainfall in the basin in the next 10 days, and the risk of floods and flash floods in small and medium-sized rivers increases due to saturated soil and accelerated rainfall runoff convergence, making the flood prevention situation in the basin still severe and complex. Li Guoying demanded strengthening unified joint dispatching by the Songliao Water Resources Commission, cooperating with the water resources departments of the four provinces and regions, and dispatching key reservoirs such as Fengman, Baishan, Dahuanfang, Chai River, and Qing River in accordance with the principles of "systematic, scientific, safe, and precise", fully realizing the functions of flood interception, peak shaving, and peak shifting.
