The National Energy Administration issued the "Energy Sector Energy Saving and Carbon Reduction Action Plan", which proposes strengthening carbon emission accounting and management. Around coal mining and washing, oil and gas exploration and development, transportation and storage, electricity production and transmission and storage, hydrogen production and transportation, refining, coal-to-fuel and other sectors and links, organize carbon emission accounting, gradually improve the regular statistical accounting mechanism, accelerate the formulation of carbon footprint standards and factor research for basic energy products, and establish a system to monitor and track carbon emissions in industries such as electricity, coal, oil and gas, and refining on a regular basis, and carry out analysis and prediction of carbon emissions situation. Improve the mechanism to promote consumption of green energy. Establish a system for setting minimum renewable energy consumption targets, improve the weighting system for renewable energy consumption responsibility in renewable energy power transmission, strengthen the renewable energy consumption responsibility of key energy-consuming industries and all parties. Continue to expand the green power certificate market, publish green certificate price indices, and guide green certificate prices to operate within a reasonable range. Promote the inclusion of nuclear power in the green power and green certificate system. Establish a system of green certificate and green power consumption standards, formulate and promulgate standards for green certificate accounting, certification, labeling, etc., accelerate the alignment of green certificate standards with international standards. Promote the inclusion of green certificates in the carbon emission accounting system. Improve market mechanisms to promote energy saving and carbon reduction. Improve the national unified electricity market system, make full use of the differences in electricity supply and demand periods and regulation capacity among provinces and regions, promote the integration of clean energy on a larger scale. Improve the green certificate and green power trading mechanism, encourage the implementation of inter-provincial new energy priority generation scale plans through green power trading, promote green power trading between demand and supply sides through long-term trading contracts, aggregated trading, etc. Research on specific project types for CCUS, non-electric utilization of renewable energy, and other low-carbon, zero-carbon, and negative-carbon projects to be included in the methodology for voluntary greenhouse gas emission reduction projects.
