According to the relevant provisions of the "Tianjin Flood Control and Drought Relief Emergency Plan," the Tianjin Flood Control and Drought Relief Command Office organized joint consultations and assessments, and reported to the leadership of the city's flood control headquarters for approval, and decided to initiate a level II flood control emergency response. According to meteorological data forecasts, from 14:00 on July 10 to 08:00 on July 12, there will be heavy to torrential rain in Tianjin, with some areas in Jizhou District, Baodi District, and Wuqing District experiencing heavy rainfall. Some areas may receive hourly rainfall of over 70 millimeters, with accumulated rainfall exceeding 150 millimeters, accompanied by short-term strong winds of 7 to 9 levels. Tianjin will assess the situation, hazards, and disaster developments in a timely manner, and organize and coordinate flood control, emergency rescue, and disaster relief work accordingly. Tianjin requires all districts, departments, and units to strengthen vigilance, close tourist attractions, guesthouses, and rural homestays in a timely manner, persuade tourists to return, increase inspections at mountain torrents, narrow river channels, mountain reservoirs and dams, flooded roads and bridges, geological disaster-prone areas, "117" projects under construction, hospitals, schools, nursing homes, hazardous chemical companies, and other key locations. They must also enhance safety control measures in high-risk areas such as wild routes for camping, and prepare for the evacuation of residents in threatened areas.
