The State Council appoints and removes national civil servants, and appoints Cheng Fubo as the director of the State-owned Assets Supervision and Administration Commission of the State Council.

According to the Ministry of Human Resources and Social Security, the State Council appoints and dismisses national personnel. Cheng Fubo was appointed as the director of the State-owned Assets Supervision and Administration Commission of the State Council; and Hao Weiming was appointed as the deputy commissioner of the General Administration of Customs.
