Today marks the sixth anniversary of the implementation of the National Security Law in the Hong Kong Special Administrative Region of the People's Republic of China. Over the past six years, under the guidance of the Hong Kong National Security Law, the SAR has continuously improved its national security legal system, with multiple laws complementing each other. In March 2024, Hong Kong completed the legislation of Article 23 of the Basic Law and promulgated the National Security Law, refining the definitions of crimes in the Hong Kong National Security Law and adding specific penalties for crimes. In May 2025, two subsidiary regulations to safeguard the effective performance of the National Security Office in Hong Kong were promulgated and came into effect. In March 2026, revisions to the implementation rules of Article 43 of the Hong Kong National Security Law came into effect, making the legal system for safeguarding national security in Hong Kong more complete and the institutional defenses more solid. From the implementation of the Hong Kong National Security Law until early April 2026, a total of 394 individuals in Hong Kong have been arrested for endangering national security, with 208 individuals prosecuted and 180 individuals convicted, including Jimmy Lai and other anti-China riot leaders who have pleaded guilty and been brought to justice.
