The National Development and Reform Commission and other departments have issued a notice on launching a three-year action plan to promote energy conservation and carbon reduction in key industries. It mentions the coal-fired power industry, pushing for energy conservation and carbon reduction upgrades for coal-fired units with a capacity of over 300,000 kilowatts. Technologies such as smooth flow, efficient combustion, optimized cold end, waste heat utilization, and intelligent control will be promoted, while accelerating the renewal and upgrade of energy-consuming equipment such as fans, heat pumps, boilers, turbines, and transformers. After the upgrade, the coal consumption for power supply of the units will be reduced by more than 5 grams of standard coal per kilowatt-hour. The requirements of the new generation coal-fired power plant upgrade special action will be implemented to promote high-efficiency regulation capabilities such as fast adjustment, deep adjustment, and wide load in the coal-fired power sector, encouraging the integration of coal-fired power with new energy development. In winter heating areas with centralized heating, cogeneration units will be transformed according to local conditions to separate heat and power generation, aiming to achieve a peak shaving depth of less than 40% after the upgrade. Coal-fired units with a capacity of over 300,000 kilowatts that meet the conditions will implement low-carbon transformation through coupling with new energy sources, co-firing biomass, and installing energy storage and heat storage facilities, aiming to reduce carbon emissions per kilowatt-hour by 10% to 20% after the upgrade, with a target of exceeding 20%.
