In winter heating areas with centralized heating, cogeneration units will be transformed according to local conditions to separate heat and power generation, aiming to achieve a peak shaving depth of less than 40% after the upgrade. Coal-fired units with a capacity of over 300,000 kilowatts that meet the conditions will implement low-carbon transformation through coupling with new energy sources, co-firing biomass, and installing energy storage and heat storage facilities, aiming to reduce carbon emissions per kilowatt-hour by 10% to 20% after the upgrade, with a target of exceeding 20%.
