The meeting emphasized the need to thoroughly implement President Xi Jinping's idea of "prioritizing water conservation, balancing spatial development, system governance, and using both hands to control water," as well as important discussions on water management. It is necessary to combine target orientation and problem orientation, accelerate the construction of the water resources monitoring system, and provide a basic support for the implementation of the rigid constraints system for water resources and the improvement of the level of intensive and safe utilization of water resources. It is required to establish a complete station network system for water intake measurement, river and lake boundary cross-section monitoring, ecological flow monitoring, groundwater monitoring, etc. according to the "monitor as much as possible" requirement. According to the "be online as much as possible" requirement, the whole process of data collection, transmission, and processing should be connected to further improve the integrated monitoring perception system of "sky, ground, and water" and ensure data quality and security.
