Reporters learned today that the State Administration for Market Regulation recently issued a notice on "Increasing the Mandatory Product Certification Basis Standards for Mobile Power Supplies and Releasing a New Version of the Implementation Rules", adjusting and improving the requirements for CCC certification. The notice clearly focuses on three aspects: first, adding the mandatory national standard GB 47372-2026 "Mobile Power Safety Technical Specifications" as the basis for CCC certification, strengthening the testing and assessment of key safety technical indicators such as thermal abuse and needle penetration. Second, revising and issuing a new version of CCC certification implementation rules, closely combining the industry characteristics, safety characteristics, and production processes of products, refining the quality assurance capabilities of manufacturing enterprises and product consistency control requirements, implementing classified supervision of enterprises, increasing post-certification supervision efforts, and enhancing the responsibilities of all relevant parties in certification activities. Third, in conjunction with the implementation date of the mandatory national standard, it is specified that before March 31, 2027 is a transition period, certification bodies can conduct certification based on the new or old version of the rules according to the company's wishes; starting from April 1, 2027, the new version of the rules must be fully implemented. For mobile power supplies and lithium-ion batteries and battery packs used internally that have already been certified, the certificate conversion should be completed before April 1, 2027.
