National Development and Reform Commission: To use the residency permit and residency duration recognition as a starting point to promote continued access to public services.
On May 26th, the State Council Information Office held a regular policy briefing to introduce the relevant information on the implementation of the "Opinions on the Implementation of Providing Basic Public Services in the Place of Residence". Zheng Bei, Deputy Director of the National Development and Reform Commission, stated that in order to promote the portability of public services, it is important to use residence permits and recognition of residence length as a key point to ensure that mobile populations continue to enjoy public services. The "Opinions" specify the promotion of mutual recognition and conversion of residence permits, residence length, or residence points, to ensure that mobile populations can continue to enjoy basic public services. This means that when there is a change in the place of residence, the residence length in the previous city can be accumulated or converted in a certain way in the current city, allowing individuals to continue enjoying public services.
