The State Administration for Market Regulation, the Ministry of Public Security, and the National Narcotics Control Commission Office recently issued a joint notice, deciding to further strengthen the management of oral single formulations of Prasibalin and Yumei formulations to prevent drugs from entering illegal channels and being abused. The notice specifies that provincial drug regulatory authorities will strictly control the approval of the raw materials needed for Yumei formulations, with the principle that the amount used by enterprises in the current year should not exceed that of the previous year. For enterprises found to have obtained a significant amount of related formulations through illegal channels, their raw material procurement plans will be moderately reduced. The holders of drug marketing licenses and wholesale enterprises must verify the qualifications of the purchasing party and the information of purchasers, track the delivery status of drugs, prohibit cash transactions, monitor sales regularly, and promptly stop sales and report any abnormal purchasers. The online retail of related formulations is prohibited. Drug retail enterprises must establish specialized counters and personnel management, keep specialized registers, sell prescription drugs based on prescriptions from licensed physicians and retain those prescriptions, sell non-prescription drugs in quantities not exceeding five smallest packages at a time, strictly prohibit sales to minors, and refuse sales and report any abnormal drug purchases. The notice requires drug marketing license holders to establish an information-based traceability system to ensure that production and sales can be traced and verified, promptly handle abnormal sales situations; drug management enterprises must verify traceability information during procurement and acceptance, immediately stop purchasing and sales upon discovering any abnormalities, and report them. In addition, provincial drug regulatory authorities will include the two types of drugs in the monitoring of drug abuse, establish an early warning mechanism, and promptly address the risks of abuse. Drug regulatory authorities at all levels will strengthen supervision throughout the entire process, strictly crackdown on violations; public security organs will rigorously investigate and handle relevant illegal security management behaviors in accordance with the law, initiate criminal investigations if necessary, and maintain a high-pressure stance on strict law enforcement.
