According to Axios, US State Department officials held a meeting with Cuban party and government officials in Havana. The US urged Cuba to promote democracy and economic freedom, while warning that they would face risks if they do not follow the recommendations. The US delegation also proposed assisting Cuba in restoring internet services by building a Starlink satellite network. A senior US State Department official confirmed that multiple rounds of talks were held, but only revealed the name of one participant. The official disclosed that US officials clearly stated that the Cuban economy is in free fall and the ruling elite on the island only has a limited window of opportunity to implement key reforms supported by the US before the situation deteriorates completely. The official said, "President Trump is committed to seeking diplomatic solutions where possible, but if Cuban leaders are unwilling or unable to take action, the US will not allow the island to become a major national security threat."
