The General Office of the State Council issued the "Several Measures to Accelerate the Construction of a Hierarchical Diagnosis and Treatment System". This morning, the State Council Information Office held a regular policy briefing on the State Council's policies to interpret the document. The relevant person in charge of the National Health Commission introduced that currently, the construction of the hierarchical diagnosis and treatment system in China is gradually transitioning from laying the foundation to comprehensive improvement in quality and efficiency. Firstly, the accessibility of medical and health services in China has significantly improved. Over 1.1 million medical and health institutions cover both urban and rural areas, providing basic medical and health services for 1.4 billion residents, with over 90% of residents able to reach the nearest medical service point within 15 minutes. Secondly, the foundation of primary medical services is being strengthened. The departments of township health centers and community health service centers are becoming more diverse, the level of facilities and equipment is steadily improving, the primary healthcare environment for the masses is continuously improving, and they have the basic service capabilities for common disease diagnosis and treatment, chronic disease management, and public health. Implementing the General Practitioner Program and the Rural Orderly Free Medical Student Training Plan. Implementing a special guarantee for university graduates who volunteer to work in rural areas in township health centers, over the past few years, more than 10,000 university graduates have been recruited to township health centers and village grassroots levels to provide medical and health services. Thirdly, the hierarchical diagnosis and treatment pattern has been basically established. By 2025, the number of outpatient visits to grassroots medical and health institutions nationwide will reach 5.56 billion, accounting for 52.6%, with the number and proportion of outpatient visits to grassroots health institutions achieving double growth for five consecutive years, and the effectiveness of hierarchical diagnosis and treatment becoming evident. The number of medical referrals for bidirectional transfers nationwide is continuously increasing, with nearly a 50% increase from 2020, making it more convenient for patients to be referred up and down.
