Zhengzhou rolls out 8 new real estate policies.
On April 10, the Housing Guarantee and Real Estate Management Bureau of Zhengzhou City issued a notice on further stabilizing the real estate market.
1. Support young people in purchasing homes. Encourage financial institutions to launch special financial products and services for young people under the age of 35 who come to Zhengzhou for employment or entrepreneurship, in order to better meet their diverse housing credit needs.
2. Strengthen support for families with multiple children purchasing homes. For families with multiple children who already own a home in the local area and are applying for housing provident fund loans for the purchase of another residential property, the maximum loan amount can be increased by 20% above the maximum for the first home.
3. Implement the minimum down payment ratio for commercial property loans. Guide financial institutions to implement a policy that the minimum down payment ratio for commercial property loans should not be less than 30%.
4. Clarify the criteria for determining the number of homes purchased. When purchasing a new home within the city, only the housing situation of the buyer within the administrative area where the new home is located will be examined. If the buyer does not own a home, it will be considered their first home.
5. Optimize the conditions for applying for housing provident fund loans. Before December 31, 2026, when the applicant meets the current conditions for other loans and the family has no balance of housing provident fund loans, they can apply for a housing provident fund loan according to the policy for the first loan when purchasing an improved residential property.
6. Increase the supply of affordable rental housing. Through various channels such as acquisition, construction, and conversion, the supply will be effectively increased and 10,000 units will be distributed by 2026. The application and distribution process will be optimized to improve efficiency and fairness, and leverage the role of housing in talent attraction and retention.
7. Improve supporting public services. Families who have purchased commercial housing and actually moved in can enjoy basic public services such as age-appropriate school enrollment based on the signed and recorded commercial housing sales contract.
8. Implement the "one house, one code" system for second-hand houses. Strengthen transparency in the second-hand housing market, verify and encode housing sources, use platforms such as "Zheng Good House" and "Zheng Housing Transaction Network" for ownership verification, generate a unique housing verification code, and implement the "one house, one code" system for second-hand houses.
