Recently, the office of the Ministry of Education issued a notice, deploying the special action plan for transparent enrollment in primary and secondary schools. The notice proposes eight key tasks: strengthening resource planning, strictly prohibiting all types of illegal enrollment, regulating specific types of enrollment, comprehensively promoting balanced enrollment in compulsory education, ensuring fair enrollment for key groups, strengthening the transparency of enrollment and admission information, deepening the concept of "education and enrollment as one thing", and enhancing risk prevention work. Among them, all types of illegal enrollment are strictly prohibited, including prohibiting primary and secondary schools from enrolling students in advance, over-enrolling, and enrolling students from other regions. It is strictly forbidden to enroll students in advance through "intention registration," "pre-admission agreement," "guaranteed admission agreement," or "class guarantee agreement," and to collect so-called "school selection fees" or "intention fees" during the enrollment process. It is also forbidden to link enrollment and admission with various sponsorships such as "donations for education" and "education funds." Ordinary high schools must fully implement the local enrollment requirements, strictly implement the "same enrollment for all citizens" policy, prohibit affiliated high schools of central universities, provincial high schools, and city high schools from illegally enrolling students from other counties, and regulate various bonus points and scoring systems. It is important to implement the policy of fairly distributing enrollment opportunities for quality high schools to weak junior high schools in the region, and to prohibit cross-regional enrollment opportunities in the name of enrollment quotas.
