Four departments: promote the collaborative technology and equipment research and development of intelligent mooring, intelligent loading and unloading, and intelligent pilotage in ports, to improve the efficiency and safety level of port operations.
The Ministry of Transport, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission, and the State Administration for Market Regulation jointly issued the "2030 Smart Shipping Action Plan". It states that efforts will be made to deepen the construction of smart ports, enhance the monitoring and perception capabilities of port infrastructure, port area navigation environment, and vessel operation status, promote the research and development of ship-port coordination technologies and equipment such as smart berthing and unberthing, smart loading and unloading, and smart navigation to improve the efficiency and safety level of ship-port operations.
Accelerate the construction of smart waterways, enhance the technical level of ship-shore information exchange in complex scenarios such as river bridge sections, entrance and exit navigation building sections, narrow and curved sections, changing backwater sections, shallow and dangerous sections, as well as adverse natural hydrological periods and temporary navigation control periods. Strengthen the research and development of intelligent terminals and intelligent systems for ship navigation, and improve the integrated operation capability of intelligent vessels and smart waterways.
Speed up the transformation of port and navigation services towards intelligence, apply AI-driven scheduling optimization methods to enhance the coordination between vessel navigation and port operation, create an AI interactive environment for port and navigation services, improve efficiency in public services, online transactions, business decisions, and digital finance.
