Recently, the Provincial Department of Transportation and the Provincial Department of Culture and Tourism jointly issued the "Notice on Supporting the Integration of Small and Micro Passenger Car Rental and Tourism Development", introducing several policy measures to support the integration of small and micro passenger car rental and tourism development in Yunnan Province, and to contribute to the construction of the brand "There is a kind of life called Yunnan". According to the Notice, our province will focus on unique resources such as snow-capped glaciers, tropical rainforests, rural landscapes, and border customs, to create a number of high-quality self-driving routes and cultivate popular IP brands of "road tourism + rental cars". Relying on the expressway network and ordinary national and provincial main roads, we will improve the tourism products and public service facilities along the routes, striving to achieve full coverage of small and micro passenger car rental services for AAAA-level and above scenic spots by the end of 2026, and gradually extend to rural tourist destinations to promote precise connection between service points and scenic areas, allowing for "driving off the highway to reach the scenic area, and renting a car nearby to tour along the route". In order to regulate the market order and strengthen safety management, our province will promote model rental contracts, supervise enterprises to regulate pricing behavior, and crack down on behaviors that infringe on consumer rights such as false advertising and withholding deposits. Establish a credit evaluation mechanism for rental companies and tourism agencies, establish a "red blacklist", and implement joint penalties for untrustworthy entities. Strengthen the responsibility of e-commerce platforms, urge them to fulfill their management obligations, and establish and improve mechanisms to protect consumer rights such as "first inquiry responsibility" and "first compensation". STRICTLY adhere to the car rental record review procedures, urge companies to implement the main responsibility for safe production, strengthen vehicle safety inspection and maintenance, and ensure that operating vehicles meet safety standards.
