The office of the People's Government of Hebi City recently issued a notice, promulgating the "Interim Measures for Construction, Operation and Management of Electric Vehicle Charging Infrastructure in Hebi City". It stipulates that the construction of electric vehicle charging infrastructure must comply with relevant planning requirements such as special planning for charging infrastructure and power development planning. New independent centralized charging and swapping stations that conform to the planning should apply for construction land planning permits, construction project planning permits, and construction permits. Residential community owners can entrust charging operation enterprises to carry out the construction of charging infrastructure in a unified and service-oriented manner. The charging operation enterprises will be responsible for providing construction, operation, maintenance, and other services in a unified manner. Property management units should cooperate with the power department to implement supporting power facility construction, and should not obstruct or interfere without legitimate reasons. It is encouraged for social capital to participate in the construction and operation of charging infrastructure, forming a unified, open, and orderly competitive charging service market. When charging operation enterprises charge users electricity fees and charging service fees, electricity fees must be in accordance with national electricity price policies, and charging service fees will be collected based on market principles. The charging rates should be clearly marked, compliant with regulations set by the pricing authority, and prominently displayed at the charging stations and the online service platform of the operation enterprise.
