Interim Measures for the Management of Rescue and Protection Institutions for Minors Announced to be Implemented from April 1st

The Ministry of Civil Affairs has announced the newly formulated "Interim Measures for the Management of Minors' Rescue and Protection Institutions", which will come into effect on April 1, 2026. The Measures specify that minors' rescue and protection institutions should accommodate and care for minors under temporary guardianship by the civil affairs department in accordance with the law. It also stipulates that these institutions should provide health checks, family tracing services, daily care, basic medical care, educational services, safety protection, and psychological health services for the minors under their care. Additionally, these institutions should provide crisis intervention and guardianship assessment services for minors in difficult situations outside the institution, and establish sound management systems for safety, food, emergencies, finances, records, and information in accordance with the law.
