Cambodia announced the establishment of a national mechanism to combat online fraud, and has filed a lawsuit against the criminal group led by Chen Zhi.
On February 18, Chhay Sina, Minister of State and Secretary General of the National Committee for Combating Online Scams in Cambodia, briefed 26 foreign diplomats in Cambodia on the progress of cracking down on telecom fraud, stating that combating fraud is a core national strategy of the 7th Royal Government of Cambodia, not just a temporary action. Currently, Cambodia has established a national mechanism led by Prime Minister Hun Sen to combat online scams, strengthening cross-sector law enforcement cooperation to enhance the effectiveness of combating fraud. Official data from Cambodia shows that from June 2025 to early 2026, a total of 200 telecom fraud cases have been investigated nationwide, with about 2,500 locations involved, seizing over 10,000 computers, over 36,000 mobile phones, sealing off more than 200 illegal locations, and deporting more than 8,000 foreigners involved in the cases. Under the pressure of law enforcement, more than 210,000 foreign nationals have voluntarily left the country. According to reports from the Cambodian Ministry of Justice, in the past 8 months, Cambodian courts have prosecuted over 500 cases of cybercrime, including the Chen Zhi criminal group, and have cooperated internationally to track the financial chains of transnational criminal groups. At the same time, the Cambodian government is speeding up the drafting of the "Anti-Telecom Fraud Law", with related bills entering the cross-sector review stage to further improve the legal system and continue to advance the crackdown.
