According to a report by the Japanese news agency Kyodo on February 13, Japanese Minister in Charge of AI Strategy Naoko Oda expressed concerns about a Chinese AI video generation model service that "raises worries about copyright infringement and inappropriate imagery." Some have pointed out that this service allows for the free generation of videos using Japanese anime characters, to which Oda stated that she will accelerate efforts to understand the situation and revealed that the government intends to conduct an investigation. The AI video generation model in question is Seedance 2.0 developed by ByteDance, the company behind the short video app TikTok. Videos produced by this AI have been widely shared on social media platforms, including one featuring a character resembling Prime Minister Sanae Takaichi. Oda stated that she is aware of the actual situation of dissemination and emphasized that unauthorized use of copyrighted material cannot be ignored. She also mentioned that she will communicate with ByteDance to make improvements on this matter. In relation to generative AI, aside from the aforementioned service, there are other cases where existing characters or real people are used to create images or videos without permission, which has become a social issue.
