Shanghai acquires second-hand housing for affordable rental housing, with financial support from the Construction Bank.
On February 2, 2026, the signing ceremony of the first batch of second-hand housing acquisition for affordable rental housing projects supported by China Construction Bank was held at the Shanghai Branch of China Construction Bank. This signing ceremony signifies the substantial start of this project, which will promote the improvement of Shanghai's housing security system, strengthen the match between supply and demand, link rental and purchase, and form a good pattern of "policy guidance, market operation, multi-party coordination, and public benefit"; promote continuous innovation in the financing model of affordable rental housing, and on the basis of vigorously implementing the planning for new construction and transformation of non-residential properties in the "Fourteenth Five-Year Plan", explore innovative methods for acquiring existing residential properties in the second-hand housing market, further expand the channels for securing affordable housing sources; continuously increase the supply of affordable rental housing, shorten the construction period effectively through the acquisition of existing housing sources, optimize regional layout, improve housing structure, and accelerate the formation of effective supply. At the signing ceremony, Pudong New Area, Jing'an District, and Xuhui District, as pilot areas, respectively introduced the work characteristics of pre-planning and forward-looking layout around mechanism construction, operation mode, fund-raising, housing selection, and acquisition targets in accordance with the actual situation of each district.
