Dalian: "Integrated Inspection and Mutual Recognition of Results" Enhancing Collaborative Supervision Efficiency

Reporters learned from the Dalian Market Supervision and Administration Bureau that starting from February 1st, the bureau and Dalian Customs have jointly launched a pilot program in the food production sector called "one-stop inspection + mutual recognition of results", introducing a regulatory model of "one inspection, both sides recognized". This measure not only improves regulatory efficiency, but also reduces the burden on enterprises, injecting new momentum into the high-quality development of the local food industry. According to the introduction, this regulatory model covers 115 specific inspection items, including key aspects such as personnel management, production process control, and product testing. The Dalian Market Supervision and Administration Bureau and Dalian Customs have jointly formulated the "Inter-Departmental Mutual Recognition Supervision Inspection Form for the Food Production Sector" based on relevant inspection norms of the State Administration for Market Regulation and the General Administration of Customs. After integrating each item, a two-level inspection system of "recognition items + acceptance items" is formed, truly achieving comprehensive "one-stop inspection". According to the pilot program, the Dalian Market Supervision and Administration Bureau and Dalian Customs have selected 30 enterprises holding both food production licenses and records of export food production enterprises in specific areas for the pilot program. After one side completes the on-site inspection, they will send the inspection report and related forms to the other side through a designated contact person, and the receiving party only needs to complete the review and confirmation within 5 working days without the need for a repeat inspection of the enterprise. In the future, based on the effectiveness of the pilot program, the coverage of collaborative supervision will be gradually expanded, promoting the normalization of collaborative supervision work.
