Continuous poor performance at work, 4 government employees in Hong Kong ordered to retire.

According to Article 12 of the Civil Service Order announced and implemented by the Hong Kong Special Administrative Region Government in September 2023, a simplified mechanism for the retirement of civil servants with continuously poor job performance in the public interest has been established. As of mid-January this year, a total of 23 individuals have received initiation notices under this mechanism. From September 2023 to mid-January this year, a total of 23 civil servants have received initiation notices, with 4 individuals being ordered to retire, 2 individuals resigning after receiving the notice, 4 individuals having their performance improved to an acceptable level and granted a temporary execution deferral mechanism, but still under a 3-year probation period, and 13 cases still ongoing. Before the simplification of the mechanism, the average time for processing retirement orders was 31 months, which has now been significantly reduced to 10.5 months.
