Seven deployments! The National Intellectual Property Administration safeguards the beginning of the "15th Five-Year Plan".

In 2026, the year of the start of the "15th Five-Year Plan", at a press conference held today by the State Council Information Office, officials from the National Intellectual Property Administration stated that the national intellectual property system will anchor its goals, continue to struggle, and strive to achieve a good start to the "15th Five-Year Plan". They will carry out seven main tasks. The first is to strengthen top-level design, including high-quality development and implementation of the intellectual property "15th Five-Year Plan", as well as seamless coordination and linkage with national development plans, intellectual property power-building plans, and related sector plans. They will further promote the demonstration and creation of a leading intellectual property nation, and deepen collaboration between provinces to strengthen intellectual property power. The second is to enhance legal protection, including speeding up the revision of the Trademark Law and the Regulations on the Protection of Layout Designs of Integrated Circuits. They will also conduct in-depth research on legislation for geographical indications, and improve intellectual property protection systems in new fields such as artificial intelligence. They will continue to improve rules for the protection of data intellectual property, and further deepen related pilot programs. The third point is to emphasize quality improvements, focusing on improving the quality of intellectual property rights, providing precise services for key core technology breakthroughs. They will carry out a special rectification of the intellectual property agency industry, and strengthen industry supervision mechanisms. They will increase governance efforts against patent applications that violate principles of honesty and credit, as well as trademark malicious registration behavior. The fourth point is to enhance collaborative governance, including the construction of intellectual property protection centers and rapid rights defense centers, and the strengthening of intellectual property arbitration and mediation capabilities. They will also reinforce protection of foreign-related intellectual property, improve interdepartmental coordination mechanisms, and strengthen risk warning and dispute response guidance in key areas such as essential standards patents. They will also establish national geographical indication protection demonstration areas. The fifth point is to promote efficient utilization, focusing on building long-term mechanisms for the transformation and utilization of intellectual property, conducting stock patent inventory revitalization work in universities and research institutes, building key sector patent pools, and vigorously implementing trademark brand strategies and geographical indication promotion projects. They will also support key regions in deepening integrated pilot projects on intellectual property finance ecology. The sixth point is to optimize public services, including the development of national standards for intellectual property public services and promoting a standardized approach to processing various business online and offline without discrimination. They will also expand the application of "artificial intelligence + intellectual property services", carry out special actions to support enterprises with intellectual property assistance, and finally, maintain open and mutually beneficial cooperation. This involves deepening participation in multilateral cooperation within the World Intellectual Property Organization, promoting the development of international rules for intellectual property in new fields and formats. They will continue to deepen intellectual property cooperation along the Belt and Road Initiative, play an important role in cooperation between China, the United States, Europe, Japan, South Korea, and the BRICS countries, as well as consolidating and promoting practical cooperation in multilateral, neighboring, and bilateral contexts.
