Former Secretary of the Xi'an Municipal Party Committee, Fang Hongwei, was removed from his position as a delegate of the Municipal People's Congress last November.

On January 22, the Standing Committee of the Xi'an Municipal People's Congress website of Shaanxi province announced the decision to dismiss Fang Hongwei from his position as representative of the 17th People's Congress of Xi'an City. In accordance with the relevant provisions of the Law of the People's Republic of China on the National People's Congress and Local People's Congress, Fang Hongwei's representative qualification has been terminated. As of now, there are 546 representatives in the 17th People's Congress of Xi'an City. Fang Hongwei previously served as a member of the Shaanxi Provincial Committee and the party secretary of Xi'an City, and was reported to be under investigation in November 2025.
