The national conference on foreign investment cooperation and foreign aid implementation was held in Beijing on January 19-20. Assistant Minister of Commerce Zhang Li attended the meeting and delivered a work report. The meeting comprehensively summarized the effectiveness of foreign investment cooperation and foreign aid implementation during the "14th Five-Year Plan" period, especially in 2025, analyzed the current situation, and deployed key tasks for 2026. The meeting pointed out that during the "14th Five-Year Plan" period, the national commercial system resolutely implemented the decisions and deployments of the Party Central Committee and the State Council, optimized the international cooperation layout of industrial chain and supply chain, improved the overseas comprehensive service system, and achieved significant results in foreign investment cooperation and foreign aid implementation. China has maintained a top-three position in foreign investment for nine consecutive years, and the construction of "Overseas Chinese" has taken a historic step. In 2025, non-financial foreign direct investment reached $145.66 billion, an increase of 1.3% year-on-year, ranking among the top in the world; the value of new contracts for foreign contracted projects reached $289.22 billion, an increase of 8.2%, with continuous improvement in scale and effectiveness; 428,000 labor personnel were dispatched overseas, an increase of 4.6%; the quality and effectiveness of foreign aid continued to improve, effectively serving the high-quality development of the Belt and Road Initiative. The meeting emphasized that 2026 is the opening year of the "15th Five-Year Plan," and the work of foreign investment cooperation and foreign aid implementation plays an important role in expanding high-level opening to the outside world and creating a new situation of win-win cooperation. Commercial departments at all levels should unify their thoughts and actions with the decisions and deployments of the Party Central Committee and the State Council, adhere to the "three important" positioning of commercial work, coordinate development and security, guide the rational and orderly cross-border layout of industrial chain and supply chain, promote the integrated development of trade and investment, improve the overseas comprehensive service system, effectively implement foreign investment management, strengthen the management of foreign contracted projects and labor services, enhance the comprehensive benefits of foreign aid, tell the story of China well, safeguard overseas interests and security, and promote a good start and pace for foreign investment and economic cooperation during the "15th Five-Year Plan."
